Be it enacted by the People of the State of Maine as follows:

 
Sec. 1. 35-A MRSA §716 is enacted to read:

 
§716. Overhead line extensions; notice to Legislature

 
The commission shall provide written and detailed notice to
the joint standing committee of the Legislature having
jurisdiction over utilities matters of any proceeding in which it
proposes to examine or to consider revisions to a transmission
and distribution utility's terms and conditions relating to
single-phase overhead line extensions.

 
Sec. 2. Private line extensions in Central Maine Power Company service territory;
Public Utilities Commission order voided. The Public Utilities Commission
order of November 10, 1999 in Docket Number 99-042 is void and
Central Maine Power Company's terms and conditions relating to
single-phase overhead line extensions in effect prior to that
order are reinstated and remain in effect until the commission,
in an appropriate proceeding undertaken after the effective date
of this Act, approves revisions to those terms and conditions in
accordance with this Act. The commission may open a proceeding
and issue appropriate orders to clarify any terms and conditions
reinstated by this Act to ensure consistency with this Act. If,
after the effective date of this Act, the commission considers
any substantive revisions to the reinstated terms and conditions,
the commission may approve the revisions only if in its order it
cites this Act and identifies specific changes in circumstances
subsequent to the effective date of this Act that justify the
revisions.

 
Sec. 3. Compensation of builders of private line extensions. The Public
Utilities Commission shall, by an appropriate order issued no
later than 90 days after the effective date of this Act, amend
Central Maine Power Company's terms and conditions to provide
that the company will connect to its system any single-phase
overhead line constructed by or at the expense of a customer if
that line meets all relevant location, safety and electrical
standards for connection to the system. The order shall
establish appropriate terms and conditions to ensure that if
Central Maine Power Company acquires ownership of such a line,
the company must pay the customer at whose expense the line was
constructed full and fair compensation for the costs of
construction and all reasonable repair and maintenance costs paid
for by the customer prior to acquisition by Central Maine Power
Company. The order may include further provisions necessary to
carry out the purposes of this section. The terms and conditions
and the commission order must cite this Act. After the
