Emergency preamble. Whereas, Acts of the Legislature do not become
effective until 90 days after adjournment unless enacted as
emergencies; and

 
Whereas, this legislation must take effect before the expiration
of the 90-day period in order to be in place for the spring
construction season and to facilitate municipal planning; and

 
Whereas, in the judgment of the Legislature, these facts create
an emergency within the meaning of the Constitution of Maine and
require the following legislation as immediately necessary for
the preservation of the public peace, health and safety; now,
therefore,

 
Be it enacted by the People of the State of Maine as follows:

 
Sec. 1. 20-A MRSA §4103, sub-§3, śC is enacted to read:

 
C.__Notwithstanding any other provision of law, the
receiving town or towns may use the building for municipal
purposes in the condition that the building was in on the
date of the transfer to the receiving town or towns as long
as work performed by the receiving town or towns on the
building is limited to repairs and minor alterations.

 
Emergency clause. In view of the emergency cited in the preamble,
this Act takes effect when approved.

 
SUMMARY

 
This bill provides that a municipality may use a school
building transferred to it by a school board for municipal
purposes in the condition that the building was in on the date of
the transfer as long as work performed by the municipality on the
building is limited to repairs and minor alterations.
