Amend the bill by striking out the title and substituting the following:

‘An Act To Enhance Education Efforts Regarding Cellular Telephones’

Amend the bill by striking out everything after the enacting clause and before the summary and inserting the following:

Sec. 1. Informational campaign. The Department of Health and Human Services shall encourage an international association for the wireless telecommunications industry and cellular telephone manufacturers to conduct an informational campaign in the State to inform cellular telephone customers about the current scientific information, including, but not limited to, information from the Federal Communications Commission and the United States Environmental Protection Agency, available regarding the potential health effects related to radio frequency emissions by cellular telephones during use. The informational campaign must reflect the current uncertainties regarding the health effects of cellular telephone usage by adults and children and provide guidelines about how to greatly reduce the exposure to radio frequency emissions while using a cellular telephone.

Sec. 2. Report. The Department of Health and Human Services shall report by January 15th of each year through 2016 to the joint standing committee of the Legislature having jurisdiction over health and human services matters on the progress made by the international association for the wireless telecommunications industry and cellular telephone manufacturers regarding the informational campaign described in section 1. The joint standing committee of the Legislature having jurisdiction over health and human services matters may submit a bill to the First Regular Session of the 125th, 126th and 127th Legislatures regarding matters covered by the report.’

This amendment is the minority report and replaces the bill. It directs the Department of Health and Human Services to encourage the wireless telecommunications industry and cellular telephone manufacturers to conduct an informational campaign in the State to inform cellular telephone customers about the current scientific information available regarding the potential health effects related to radio frequency emissions by cellular telephones during use and how to reduce exposure to radio frequency emissions while using a cellular telephone. The department shall report annually to the joint standing committee of the Legislature having jurisdiction over health and human services matters through 2016, and the committee is authorized to summit a bill to the First Regular Session of the 125th, 126th and 127th Legislatures.
