JOINT RESOLUTION COMMEMORATING MARTIN LUTHER KING, JR. DAY
WHEREAS,January 15, 2024 marks the national and state holiday in honor of Dr. Martin Luther King, Jr., commemorating his birth on January 15, 1929; and
WHEREAS, Dr. Martin Luther King, Jr. was a Baptist minister who advocated the furtherance of civil and human rights for all Americans through nonviolence; and
WHEREAS, this man of great spirit showed this country a dream of “an oasis of freedom and justice”; and
WHEREAS, Dr. King, a model of an American patriot, provided the nation with one of the most prophetic and influential voices in our history; and
WHEREAS, for his tireless work to ensure equality and justice, Dr. King was awarded the Nobel Peace Prize, a high and honorable distinction, in 1964; and
WHEREAS, his eloquence, his perseverance and his faith moved mountains and brought about landmark legal and social changes by appealing to the better instincts and consciences of his fellow human beings; and
WHEREAS, the life of Dr. Martin Luther King, Jr., which ended so tragically on April 4, 1968, is a shining example to Americans and citizens of the world at large of uncompromising dedication to the highest ideals; and
WHEREAS, the Honorable Gerald Talbot of Portland submitted legislation in 1975 to create a day commemorating Dr. Martin Luther King, Jr. prior to the federal legislation creating the holiday; now, therefore, be it
RESOLVED: That We, the Members of the One Hundred and Thirty-first Legislature now assembled in the Second Regular Session, on behalf of the people we represent, take this opportunity to acknowledge the extraordinary life and works of this teacher, reformer and humanitarian, Dr. Martin Luther King, Jr., and pause in our deliberations to recognize and commemorate the occasion of his birth.

SPECIAL SENTIMENT CALENDAR
In accordance with House Rule 519 and Joint Rule 213, the following items: Recognizing: (5-1) Laurie Kelly, of Easton, on her retirement as Chief of the Presque Isle Police Department. Chief Kelly was with the department for 38 years, starting out in 1986 as the first female officer to serve the City of Presque Isle. She was promoted to sergeant in 1997 and then became the first woman to serve as police chief in 2019. We extend our appreciation and best wishes;

(5-2) Harry Koukos, of South Portland, who is celebrating his 100th birthday on January 15, 2024. We extend our congratulations and best wishes;

In Memory of: (5-3) Francis "Sonny" Pike, of Calais. Mr. Pike was a veteran of the United States Army, serving at Loring Air Force Base during the Vietnam War and Cuban Missile Crisis. He later had a career with Georgia Pacific, retiring as a superintendent. He then focused on his business, Pike's Landscaping, which he owned and operated until his passing. He was a member of St. Croix Lodge No. 46, AF&AM, where he was a 55-year member, St. Croix Royal Arch Chapter No. 17, St. Croix Council No. 11, R&SM, Hugh De Payne Commandery No. 15, Schoodic Shrine Club and Anah Temple Shrine. He also was a member of the Quarter Century Club with Georgia Pacific and the American Legion. Mr. Pike will be long remembered and sadly missed by his family and friends and all those whose lives he touched;

(5-4) Thelma Henderson, of Littleton. Mrs. Henderson and her husband of 45 years, Keith, owned and operated Panther Fuel and the Peat Patio Greenhouse, operated an over-the-road trucking firm, farmed potatoes and raised livestock. She also groomed poodles and was an active participant in her church. Mrs. Henderson will be long remembered and sadly missed by her family and friends;

(5-5) Craig Tukey, of Southport. Early in his working life, Mr. Tukey worked in the family construction business, Tukey and Benner Construction. He served in the United States Army from 1960 to 1962 and was stationed in Korea for part of that time. He later went on to work for Home Insurance in Boston, Massachusetts, and other jobs took him to Buffalo, New York and Hartford, Connecticut. Returning to Maine, he entered into the car business, running a dealership in Augusta for several years before moving back to Damariscotta and running Strong's Chevrolet. He went on to selling real estate for 10 years before retiring. In retirement, he found his way back to cars, working part time at Wiscasset Ford. He was a past president of the Boothbay Harbor Rotary Club and a member of the Seaside Masonic Lodge in Boothbay, the Bristol Lodge No. 74, the American Legion Post No. 36 and the Southport Methodist Church. He also served on the Southport Planning Board for several years. Mr. Tukey will be long remembered and sadly missed by his wife of 31 years, Deb, his family and friends and all those whose lives he touched;

(5-6) Ralph Harold "Skip" Welch, Jr., of Boothbay Harbor. Mr. Welch was a veteran of the United States Air Force, serving 6 years. After completing Jet Engine Mechanics School, he was transferred to the 4043rd Strategic Air Command Wright Patterson Air Force Base, Ohio, where he worked on B-52s and KC-135s. After his discharge, he returned to Boothbay Harbor and worked a variety of jobs over the years. He attended the Criminal Justice Academy in Thomaston and worked for the Lincoln County Sheriff's Office as a jailer and transport officer. He served three terms on the Boothbay Harbor Planning Board and later became a member of the Boothbay-Boothbay Harbor Cemetery District, serving for several years. He was a member of Seaside Masonic Lodge for over 50 years and an honorary member of the Bayview Masonic Lodge. He also was a member of the Charles E. Sherman Jr. Post #36 and served as a Post Commander in the 1970s. He served on the Boothbay Fire Department for two years and then the Boothbay Harbor Fire Department for 21 years. Mr. Welch will be long remembered and sadly missed by wife of 57 years, Doris, his family and friends and all those whose lives he touched;

(5-7) Dino Frost, of Pittsfield. Mr. Frost spent 32 years building homes as a carpenter. He then worked at Frost's Mobil Station with his brother for 26 years. Mr. Frost will be long remembered and sadly missed by his wife of 65 years, Erlene, his family and his friends;
