Please accept this letter as the report of the Joint Standing Committee on Veterans and Legal Affairs from its review and evaluation of the Department of Administrative and Financial Services, Office of Cannabis Policy under the State Government Evaluation Act, Title 3 Maine Revised Statutes, chapter 35. The committee unanimously finds that the Office of Cannabis Policy is operating within its statutory authority.
The committee encourages the Office of Cannabis Policy to continue working to promote the health and well-being of the peopleof the State and advancepolicies that protectpublic health and safety, emphasizing the health and well-being of minors, as priority considerations in performing all duties;ensure that the administration and enforcement of the laws, rules and regulations of the Cannabis Legalization Act and the Maine MedicalUse of Cannabis Act are consistent, predictable and equitable; ensure that qualifying patients maintain access to high-quality, effective and affordable cannabis for medical use; and develop good-faith partnerships between the Office of Cannabis Policy and the stakeholders who participate in and benefit from this emerging manufacturing industry, as set forth in pending legislation to be reported out of committee.
Given the newness of the agency, the industry and the changing landscape of federal cannabis policy, the committee may schedule a follow-up review with the Officeof Cannabis Policyin the 133rd Legislature to evaluate the progress of the agencyin meeting the recommendations of this committee report.The committee will provide the agency with written notification of its intent to conduct a follow-up review by May 1, 2027. The follow-up review may consist of written progress reports, public hearings with the agencyand the committee, or briefingswith stakeholders and the committee.

In Memory of: (5-27) Robert Jackson, of Presque Isle. Mr. Jackson was a member of the final graduating class at Mapleton High School in 1963. In addition to working in the automotive industry, he served 44 years with the Presque Isle Fire Department, beginning in 1967 as a volunteer. He was widely recognized as a remarkable fire instructor and was honored for his distinguished career and lifelong commitment. Mr. Jackson will be long remembered and sadly missed by his wife of 50 years, Vicki, his family and friends and all those whose lives he touched;

(5-28) Norman Dickey, of Skowhegan. Mr. Dickey was a veteran of the United States Air Force. After his military service, he went on to have a career at The Prudential. For 12 years in his retirement, he was the owner of Stomin' Nomin's Delicious Dogs in Skowhegan. Mr. Dickey will be long remembered and sadly missed by wife of 63 years, Patricia, his family and friends and all those whose lives he touched;

(5-29) Harold Brown, of Norridgewock. Mr. Brown was a veteran of the United States Army who served in the Korean War. After his military service, he worked at Pratt and Whitney in Connecticut before returning to Maine. He went on to serve as the Chief of Police for the Town of Skowhegan for many years. In his retirement, he became Secretary/Treasurer of Western Maine Paving, a business owned by his son, Michael. Mr. Brown will be long remembered and sadly missed by his family and friends and all those whose lives he touched;

(5-30) Damian J. Sokol, of Arrowsic. Mr. Sokol was a veteran of the United States Army who served an extended tour in Vietnam. He went on to hold a position with the San Antonio Symphony before teaching and conducting at Phillips Exeter Academy in New Hampshire. He later moved to New York City, where he lived for 25 years and worked as a teacher, chamber music coach and orchestra conductor at the Dalton School. Mr. Sokol will be long remembered and sadly missed by his wife of 40 years, Janet Kehl, his family and friends and all those whose lives he touched;
(SLS 1631) (5-31) Wilfred "Gus" LeBlanc, of Auburn, a high school sports coach and an educator. Mr. LeBlanc began his career teaching social studies in Old Town, where he worked for five years before moving on to Dexter Area High School. He spent three of his seven years there as the guidance counselor and then spent four years as the assistant principal, athletic director and head football coach. Under his guidance, the football team became a top contender in Class D high school football. In 1984, he led the team to its first undefeated season, earning its first state title. He won a Little Ten Conference Coach of the Year award that year. In 1987, he became principal at Leavitt Area High School, leading the charge on new approaches to help teachers address high-risk students. In the late 1990s, he became principal of Montello Elementary School and later became principal of Lewiston High School. He became headmaster of Lee Academy in 2013, also chairing Lee's board of English-speaking schools in South Korea and the Philippines. He served as interim principal at Lewiston High School during the 2020-21 school year. In 2020, he started leading the Poland Regional High School football team as head coach, receiving the 2022-23 Dick Mynahan Coach of the Year award. Mr. LeBlanc will be long remembered and sadly missed by his family and friends and all those whose lives he touched;

(5-32) Robert M. Hunter, of Westbrook. Mr. Hunter was a veteran of the United States Coast Guard. He had a career as an HVAC technician, working for A.F. Briggs Company before working for Mercy Hospital for 27 years and retiring in 2010. Mr. Hunter will be long remembered and sadly missed by his wife of 57 years, Deborah, his family and his friends;
